If your phone is locked by your operator (usually because you got it at below market price on a contract) or if you are using a company phone, then you need to contact your operator to unlock your phone, before you can use any SIM or eSIM from another carrier.
You can verify if this is the case by going to Settings->General->About in your phone settings, and see if there are any SIM restrictions.
If there are No SIM Restrictions, and you are still getting this error, this means that your phone is giving you a wrong error. Simply restart your phone, and try downloading the eSIM again.
